I Said Meow is a custom boss fight by Topaz The Cross Cat.
A few weeks after release ThatLostGamer made a playable version, and later a hardcore version.
After ThatLostGamer's video of the playable version of I Said Meow, people who haven't watched Topaz The Cross Cat's video first started to say that Topaz The Cross Cat reuploaded the video, and that it was stolen from ThatLostGamer.
Topaz The Cross Cat made the boss, ThatLostGamer simply just made a playable version of it. The boss is Topaz's own character called "The Cat" but many people mistake him for The Boss as a cat. The song that this fan-made boss uses I Said Meow was made by Azazal & Said and published by Dubstepgutter and is on Youtube, Youtube Music and Spotify.
